The project will take wireless Internet to the rural areas, it will create telecentres, it will open a citizen portal and will facilitate the training of the neighbours so that the town does not miss the new technologies.

The Mijas Digital project is designed for everyone to go into the world of the new technologies (actions for digital literacy teaching); for everyone to communicate and interact with the different local services (citizen portal); for business people, neighbours and the administration itself to enjoy a support that takes them to new expectations (the local telematic network that will expand to urban and rural areas). Mijas Digital is also the public use of Internet in the street (the telecentres).

The Mayor, Agustín Moreno, the Chairman of the Council, Salvador Pendón and the Innovation Area Director, María Gámez, have presented today this initiative that has an initial investment of 1.4 millions euros provided by the town council, European Union, Council, Junta de Andalusia, the Ministry of Industry, and soon other institutions and companies will join them. Novasoft will participate as a technology partner, alongside Red.es, Todos.es, Sopde and Mijas Communication. It is expected that the University of Malaga, Unicaja, Cetecom, Ingenia, Alvarion, Andalusia Technology Park, Spain Telephone company, Telefonica Moviles, Spantel, Vodafone, Endesa, Tao, Junta de Andalusia Tourist Department, Public Administrations Ministry,… will be also soon incorporated as technology partners.

As far as Novasoft is concerned, it will advise the Mijas town council and will work with the Sopde company in the development of the digital administrative strategy and the generation of telecommunication infrastructures, with the aim of lessening the digital gap.

Mijas will fully enter the society of the information with a programme that will have an impact on culture, leisure, tourism, business, employment, health, education, environment, … Mijas will have to assimilate the changes already noticed in the daily life of the town and the way they will develop and how citizens will take them in on a very short term. This is a complete revolution and will tremendously affect Mijas, not leaving the town behind. The period of establishment of the project is expected to be between 2005 and 2006.

The Digital Local Strategic Plan presented today, draws the lines to be followed in the establishment of four main areas of action, and complemented with a communication plan to get the citizens familiarised with the Mijas Digital project. The participation of citizens will be essential.

Digital literacy teaching

From next September a training programme and digital literacy teaching will be developed to promote the use of new technologies at all levels: neighbours, companies, groups,… The aim is not to leave somebody behind, lessening the “digital gap”. Experts agree that those societies not assimilating this change will be in a very difficult situation with regard to those which are more advanced; they compare this situation to the unbalance existing between countries that boosted the Industrial Revolution and those that did not.

Communications basic infrastructures

Firstly, an optical fiber wiring network will be built to link the municipal buildings, and it will be completed with a powerful main wireless network Wimax, which has a broadband of 100 megabytes a second and in a first stage it will interconnect Mijas Town, Las Lagunas, Las Cala, Osunillas, Entrerrios and Valtocado.

For the Internet to be able to reach out to the rural areas there will be WiFi networks that will be used in this first stage by groups from Valtocado, Osunillas and Entrerrios. Then, thanks to agreements with some operators, Internet without cable connection will enter the houses of the locals and the Mijas companies.

Citizen’s portal

The local administration, as a service provider for citizens, should have all its services available to the public and they should speed up processes. For this reason, a citizen portal will be started; amongst other facilities it will allow to generalise the use of the electronic signature, to issue documents, the deposit of original documents, notifications or the Register in telematic format, the payment of taxes, reception of applications…
Telecentres

The Town Council is going to build telecentres with public access to the local network and Internet. They will also be used as training centres for the locals. In the first stage there will be four telecentres, (in the cultural centres of the three groups and in the tourist office). They will then be extended to the area where they are needed. The telecentres will be included within the Junta de Andalusia Guadalinfo network; for this reason they will have a free software and all the training options provided by this platform.
